The lady you're referring to is Nina Foch. She was in 2 episodes: The Meat Puzzle and Untouchable. I don't think that's a scene from The Meat Puzzle, so it must be from Untouchable (Season 3, episode 20). Don't know about the other scene you're wanting to know about.
