I think it may have something to do with the frequency of new viewers and the number of new thumbs up the comment has got. That's the only thing I can think of that would be logical to do. If one comment has 500 thumbs up but hasnt had any for a month, then the 2week old comment with 250 thumbs will take it's place maybe?
