The earth has wobble around the axis bigger than that. The wall is old, and the true equator has changed since they've built it.
The trick has to do with the drain pipe, it must have something to make it sensitive to being plumb, and then the pavement leans two different directions.
@light4darkness I think the trick is simpler than that. Like on the last drain in this video you can see how she obviously moves the water in the direction she wants it to spin when she places the first leaf.
