The SNES version had a "give up" button while in a Space battle, and there was an extra Game over screen for that. Possibly due to the lack of buttons on a genesis controller, it didn't appear in that version.

And the "people that matter" one is just so they don't have to change the bridge to have their replacement there, or have a paradox where he is removed from duty, but still working on the bridge.
