This is because this the site of your router every router has a different page if you go to portforward(dot)com you can select your router in a list and it tells you how to open the ports. But seeing that this comment is 4 weeks old you probably already figured this out, anyway good luck.

OMG my download speed went from a short high of 50 kb/s for like a few seconds to an average high of 20kb/s to a constant speed of only 2kb/s to a now steady speed of around 200kb/s

yeah scratch what i said it stayed at that for like 5 minutes apparently because i just checked back on it and its back down to like 6 kb/s and the total percent went up by like 1 percent over that time so it must have just died.

On Windows type192.168.0.1 usually. To find those values go to Start button,all programs, accessories, command prompt, once there type ipconfig (its the black dos screen), scroll up to the top and copy down: ipV4 address, subnet mask, default gateway, & dns servers (2). You'll need these to put into your router.The usual default username is blank, put nothing, and admin is the password. Try that. Then go to Accessories and games or wherever you can portforward.
