Another thought -- but what about unexperienced drivers? What if police sets sirens on becouse of exceeding speed limit 10km/h and the driver gets panic (yes, even for little things!!!) and "suspect" accelerates more than he can handle and gets though this killed? Then its actually more polices fault that they did not knew when it was time to let go. They only let you go if its a) over their experience level, b) if you drive to private houses area.
