I'm pretty certain that this footage was just staged, for the Captain EO TV special in Japan. For one, if you ask any of the engineers/producers that worked with MJ over the years (Bruce S., Bill B., Quincy, etc.), they'll all tell you that Michael always recorded his vocals in the dark, and that they could barely see in the studio becaue it was so dark.

Also, in this clip, you can see that Michael forgets to lip-sync the first "hee," looks bashful... and then gets the second "hee" correct. XD

I've seen pictures of patients in the 1800s when there were no treatments and they look--bluntly--like a cow with giant spots covering their entire body. There is no "bleach" as you put it that permanently turns you white. None. MJ wore mostly makeup and DID have treatments, but even then you can clearly see the spots in some pictures.
