talk about pedantic. he could have just said, "launch a shell of at least 3" into the air with a significant amount of lift and a comet attatched. give it a strong burst core with BP surrounding said core and have several nitrate/ti (or al)/sulfur/charcoal based large stars or comets in it with low mesh metal and more sulfur for dross.

just to clarify I'm talking about the process I've used to make nearly identical and smallere versions himself. I respect his given technique but again there was a lot of handwaving for such a simple device.
