Sorry, but you're confusing bandmembers there. The lead singer of this song (and most of ETH's songs) is Brian Buchanan, who was born in Ottawa, Ontario.

You're thinking of Craig Downie. While I don't know how long he lived there, he didn't have a Scottish accent when I met him (roughly 6 years ago).

@Jmuffinx3 Well sure John's dying but he's okay with it! As the song says he's "Had a life that's full" and "everyone's been good to [him]" so it's not sad for him! As for his friends, maybe it'd be sad but I think it would be less so because John didn't waste away or anything - he went out partying with everyone who loved him. It's touching and if I got the choice, I'd like to die like that.
