no, the gendarmes are french militaries. They have rights and duties of the french militaries (military statuses) which are differents of those of the policemen. The gendarmerie is still a military corps which have a military police role in the army, a police role in the countryside and an anti riots role. Gendarmerie is a part of the french army like the "land" army, the navy and the airforce.
In slovenia first car in a convoy uses a combination of red and blue and the last one green and blue. If there is a convoy you MUST stop at the side of the road (with other emergency cars alike police, ambulance or fire enginesusing only blu lights you must just slow down and let them pass you).
Alos you won't see any emergency cars using sirens at night accept if there's a heavy traffic, road-crossing or if someone won't let them pass. But usually they don't use sirens... not all the time...
Maybe it can't be seen in this clip, but I do remember something from the theory for a driving license, that a convoy has has a special colored light at the left side If I'm correct (here in the Netherlands that is) is something like that common in France? Or differs that per department?
In France, if the blue lights are illuminated, road users must be careful. If the siren is activated, the road users should allow priority to vehicles of police, Gendarmerie, fire departement, and SAMU.
In this video, is a convoy of Gendarmerie, a military convoy. It is strictly forbidden for road users to be included in this convoy.
In France there are no differences in signaling between the vehicles (except the sound of sirens.)
Normally, the sirens are used only in emergencies. But when the convoy (in military terms we call this a "rame") is broken, we use special signs to rebuild it. They are also used to prevent breaks.
And in some cases, it is also used to return more quickly to the barracks, but such behavior is punished.
if you were already going to paris, you have certainly see a lot of convoy of police or gendarmerie with their sirens, every time every days... it's like that all of the year, and the parisian are boring to that
and the policeman will not prosecute or ticket, because it's take a long time to do it there is lot of paper to make for that .... (french administration)
A convoy of gendarmerie of this size always travelling with girophares. They are mobile gendarmes, at this time it's certainly a squadron returning from operations in DOM TOM, or just another department.

I notice that a lot of people don't really pull over for the police unless they put their arms out the window or blow their whistles.
Why is that?
Here, if you don't get out of the way, they will prosecute you or ticket you.
