What I meant was getting opinions just based on these organisations saying the conduct was justified isn't good because that's relying on their judgement being correct. Looking at this video it doesn't look like the situation required the violence. The video says he was an onlooker who showed willingness to testify against the police, not really something requiring violence unless the police wanted to protect their own interests?

Of course that doesn't look right when the media spins it in a way to suggest they beat him because he wanted to help the person who was ticketed. In reality, the guy was not cooperating and then finally the officers tried to (routinely) handcuff him and he resisted and held onto the bridge preventing them from taking him quietly!

On what grounds were they trying to arrest him (before the non cooperation)? You said that in reality the guy was not cooperating, but non cooperation is not a crime on its own, the police would have needed a basis to then say he was not cooperating when they tried to arrest him. Is hostage taking really routine and justifyable? (as you said handcuffing is routine).

Happens all the time, thats why our system of laws has so many components to it. All charges were dropped against this guy(and the cops) and he was awarded $35.000. One cop resigned If he was fired he would lose his pension package, so often cops are given the chance to" jump" (resign) and keep their pension, rather than get "pushed" (fired) when then they get nothing. The other cop kept his job despite having a LONG history of misconduct. Both officers were" cleared" following an "investigation" by their police complaints commission.

Looking at this video it doesn't look like the situation required the violence. Of course that doesn't look right when the media spins it in a way to suggest they beat him because he wanted to help the person who was ticketed. In reality, the guy was not cooperating and then finally the officers tried to (routinely) handcuff him and he resisted and held onto the bridge preventing them from taking him quietly!

On what grounds were they trying to arrest him (before the non cooperation)? You said that in reality the guy was not cooperating, but non cooperation is not a crime on its own, the police would have needed a basis to then say he was not cooperating when they tried to arrest him. Is hostage taking really routine and justifyable? (as you said handcuffing is routine).

Whether the DA took that case or not, doesn't mean the officers were wrong in their assumption of the reasons to make an arrest. Happens all the time, thats why our system of laws has so many components to it. Doesn't always go to plan, the DA maybe felt that it would have been too tough to get a conviction in light of the officers using force on camera.

Routine handcuffing means the person puts up no resistance, the police apply the handcuffs safely and thats it! Happens in about 98% of time when Police put handcuffs on someone. This was not kidnapping, nor hostage taking. His crime to me was first Disorderly conduct, then resisting arrest. Whether the case is dropped or not is up to interpretation by the DA's office.
