Nope. I'm saying scale them back. Revise the laws, so that no one is punished unless there's a true victim. Renew the concept of eye-for-an-eye, so that when someone is charged with Assault 4, for touching another person's shoulder, the punishment is nothing more than the victim getting to do the same to them, or an equivalent no more severe (as opposed to 1 year in jail, a $5,000 dollar fine, and being stripped of 2nd amendment rights for the rest of their lives). This is common sense.
Police the police. Punish falsifying of police reports and fabricating charges severely. Increase surveillance on police officers. Protect the right against unlawful search and seizures. Ignore lawmakers who don't grasp the concept of "It's better to let the guilty go free, than to punish the innocent". Reinstate the fallen concept of only convicting people proven guilty "beyond a reasonable doubt". Protect the citizens' right to self-defense (even lethal self-defense).
So, to answer your question. Scale back the over-policing of American citizens severely. Despite what you think, anarchy will not ensue. Protect and encourage the exercise of the right of citizens to organize militia within neighborhoods to watch and impede crime. I don't think you understand the fact that the people, without police, are not helpless. But again, as I've said, not the abolition of police presence altogether, but a drastic scale-back of their presence.
Oh, and one more thing. U.S. Constitution classes. Frequent. Thorough. Mandatory. Run by an outside agency, not subject to the whim of the chief of police. These guys swear to uphold the constitution when they take their oath as an officer, and I've lost track of the number of cops who are completely ignorant of what's in the constitution and what rights it means the citizens they detain have against them. They need to have a clear understanding that they do not have unlimited authority.
