Frasier really killed Phil's chances. Even as Roz beat on the window. When Frasier has his mind set there isn't much stopping him until later when he finds out he blew it.
i have a question! please will someone answer, what is niles doing getting the bottle out of the refridgerator and why does frasier yell at him regarding it? anyone know? it just bugs me

I love the beginning of this scene--once Frasier found out about Patterson's alien abduction, it put a whole new meaning to the words in the commercial, and it's just simply hilarious! Great performance by Mr. Grammar!

Both are references to the Original Series with captain Kirk, Mr. Spock, etc. Scotty, the chief engineer, was referred to throughout the entire Trek history pretty much as a "miracle worker" it was a nickname he built for himself because of impressive Engineering repairs. He confessed later in an episode of the Next Generation that he always multiplied repair time estimates by a factor of four so that he could keep his reputation by finishing way ahead of schedule. Nobody knew any better.
The more obvious one is that "I'm a doctor, not a ______" was Dr. McCoy's single most famous quote. He has said it in just about every episode, every movie at least once. Not quite that much but it really is almost a "standard" line from Trek. Whatever the captain needed him to do, if it wasn't a medical procedure, he'd reply with that. "I'm a doctor, not an engineer" if he had to fix something. Once he had to heal a silicon based life form with putty: "I'm a doctor, not a brick layer." Etc.
Oh my God, that ending is hysterical. I live in San Francisco, and I swear I was just thinking that, about ten seconds before they said it. If he said he believed in aliens here, it might actually put him over the top :) What a great episode.

I think he was just exhibiting dismay at the futility of Niles' offering. In other words, he doesn't care that it's a valid argument, because the chances are that the politician is just cray-zee.
It's like if you lost a wallet at a pickpocket convention, and your mate tells you there's still a chance someone handed it in at reception....
Though you could be right, since Frasier does seem to be quite narrow-minded and elitist about certain topics, as most intelligent people invariably are!
