There is a semi-regular character called Billy Rabbit - but there's also a fieldmouse called Billy (the one that Rat and Mole rescued in "The Great Steamer"). That's presumably him in the boat.
Thank you for posting this episode. I haven't seen an episode of "Wind in the Willows" for so long! This was quality children's television, I say.
