Using the dragon shout from Skyrim chould have killed this dragon. If u look at it in retrospect a small, shy pegasus just scared a dragon by speaking in her "loud voice"(and Fluttershy's loud voice I another pony's regular voice) in reality that would piss off the dragon even more, but it scared him away. So if she uses a dragon shout, it can either tramatize the dragon very badly or should have killed him in the world of MLP. Just saying :)
