The way I believe the Strokes play it is in standard tuning, sul D (12-12-12-9-7, 12-12-12-9-7, 6-6-6-9-12, 6-6-6-9-12 on the D string) to give it a hurried feeling.

This is wrong; you're supposed to drop it down two more whole steps and play it around the 12th fret. Also, you're not supposed to play it on an electric. Its' to be played on an acoustic guitar that's run through a metal distortion pedal.
