Now that I look at it, it looks like there was a white car stopped while the black truck was turning. I think the Truck turned while the light was green, but the white car, or the car in front of it stopped, while the light turned yellow and the van tried to speed through it but the truck ended up stopping.

@TheMURDERVILLE well a lot of cables shortcut in a crash, usually horns get stuck since they get crushed into the body and close the electric circuit (...sometimes its just driver´s head on the wheel...) they will stay that way until battery is removed, sometimes taking away the key will disable horn, but some vehicles wont.... it´s not like GTA IV where it stays just four a couple secs not to annoy player hehe
