It's more than just likely. Gillespie did a lot of voice work for the Hubleys ("The Hat" and "the Hole", for example) and you can't mistake his voice for anyone's. (Except maybe Scatman Crothers.) I'd say that's definitely Dizzy Gillespie on vocals. :-)

Does anyone remember the Hubley's Cacabooty? It's about two little girls playing in their bedroom. I believe it was a recording of the Hubley's kids. They made an animation cartoon of their leasurely activities. i have seen this video for almost 25 years.

Yes it is Dizzy. A lot of jazz artists like Blossum Dearie (Schoolhouse Rock- Unpack your adjectives) were doing voiceovers during that time.
