I believe that the song was originally licensed for one of the earlier games; Dancing Stage MegaMIX or Fever (probably the former), but it was never used. You can tell because the difficulty scale rises sequentially by one for each level i.e. 1/2/3/4, which is how songs in those games were often shown.
It's Raining Men (Almighty Mix) first appears in DDRMAX2. The home version it only appears on is Dancing Stage Fusion. There You'll Be also first appeared on DDRMAX2 & it also appears on the home version of DDR Extreme US. I wish A Minute Extended Mix would have appeared on DDR Festival so that each of the related DDR games would have only one special 7th mix song.
