Zutara is for teen fangirls who don't understand the meaning of a coherent story that makes SENSE. Aang and Katara had BUILDUP and CHARACTER DEVELOPMENT from being close friends to being more than close friends. Zutarians are insistent in not paying attention to the cartoon so they block out certain CANON events and they make DA pictures and fanfictions of Katara and Zuko together... and it doesn't have to make sense either, does it?
