the reason its still 21 is because the government still makes tax money off of everything thats sold to minors anyways, and after that they can still write drinking tickets to underage people and make money off that too. they make so much money off of selling and busting kids that if they made it younger they wouldnt be able to get that kind of money

Installations outside the U.S. is 18yrs of age but it also depends on international treaties and local insallation commanders. Not to mention that the idea is not that if you are in the military you should be able to drink; rather its the idea that if you're old enough to decide to sign up you're old enough to drink.
just use your REAL ID and draw a little number on thin paper and cut it out then put it on your id tape it then press down on the number with a pen to indent and slip it into your wallet with a plastic window and walla....but dont try this cause im only informing you only read this DONT DO!
