I think so. Mario 3 came out in '89 and I think Zelda's Lullaby was first in Ocarina of Time in '98. It might have been in Link to the Past in '92, which was still after Mario 3, anyway.
This is a pretty nice arrangement, but like with most other versions of this song, the chorus is missing the lower harmony part that added a bit of sweet sorrow to the tune.
Only Bowser could dislike this!!!

I think the speed is better than the original one, maybe it just because this version is more sentimental.

It's there, it's just difficult to hear in this recording... if you listen on the CD version it is a little more prominent in the mix.
