You have to start TO every week if you have him. The same used to be true of Randy Moss. It's a tough call, but I would go with DeSean Jackson. Randy is matched up against Nate Clements and Roddy has Charles Woodson, 2 pretty good cornerbacks.
I actually have Cooley in one league and I'll be starting him. But I suggest you start Fasano. He's played in one less game than Cooley, still has more fantasy points, and he's reached the end zone twice. Cooley has yet to score a TD this year.

It's the matchup. The Giants run D is strong. But when the Seahawks have a better matchup, I'll be sure to say start Julius. Thanks for the comment.
