The developers took a "if it isn't broke, don't fix it approach". If you feel that Tropico 4 is the exact same game as Tropico 3 then you need to look a bit harder. The similarities are definitely there, but Haeimont listened to the community and improved where suggestions were given. They also improved the engine's performance, streamlined the color palette, and added new buildings. They also completely changed the perk and presidente system. There's also a hugely improved trade system.

my first impression was like: wtf, thats the same then tropico 3! But if you take a closer look you actually see that tropico 4 has lots of improvements that make the game much more entertaining and easier. It is like a big tropico 3 patch combined with trade expansion.
