Rain fall and snow melt all effect the water received in the valley as well as that water that is contracted from other states close by. Drought plays a big part in the situation in the valley.

No matter where the water comes from, and here we know it comes from the snow pack, the farmers are not being sold the water needed to grow there crops. Fields are dead, no food is comming out of them. Where the water is from is irrelevant. Where it is not going is the problem.
I have family in Lodi and the Fresno Valley, they tell me something different than what you are hearing in S.F. Who could be nearer to the truth? The US imports a great deal of it's food and fruits and vegs are grown in the south and south east. Very unlikely that anyone will starve because a Mega Farm has to cut back a few acres.
