You're partially right, there are two forms of Ultra SSJ, the first form is the one Vegeta used to fight Cell's second form, the second form of Ultra SSJ is the one Trunks used against perfect Cell (when he had the ridiculously large muscles.) Vegeta never used that second form in the show because although it is stronger than the first form of USSJ, it is much slower due to the increased body mass. The only people you see in DBZ that use that second form are Trunks and Goku.
