Only a burning head (with a mask on) was shown a few minutes before 24 "Died" Monarch decapitated one of his unnamed minions. Also 24 was out side the car when it blew up.

Hammer and Christopher (the creator of the show) aren't just going to kill one of the most popular characters of the show. So his voice was hard, once they realize how much the fans want 24 back, they'll write him in.
