It's not just flowers: think about it guys.

The flowers he wields are actually sakura blossoms - cherry blossoms. In the Japanese culture, where this game originates from, sakura blossoms have several meanings... one of those meanings being death.

So, yes, he's wielding flowers, but he's also - in a sense - the harbinger of death.

Organization members 2-7 (and Superior, by technicality) HAPPEN to be from Hollow Bastion, as it seems Hollow Bastion is a harvester for strong hearts, manifesting strong nobodies, but ONLY 2-7 in the Organization are shown to be residents there. the origins of 8-12 are unknown
