You can use anything as a modulator or as a carrier. For example, you could use a drum pattern to modulate a gated pad. While you can use anything, some things work better than others. When it comes to your carrier signal, you get the most drastic effect from your modulator using a sound with a high level of harmonics. This is because a vocoder works kind of like a bunch of filters.
