@Beastpool66 I know and the video even acknowledges this. That is why it is called a DIFFERENT KIND OF LEVEL 3. While it only needs 1 hyper meter to do, Frank needs to be at LV. 3 (or higher) on his personal LV. meter (by his picture).

@peachslayer1998 Strider does have two Level 3s. Ouroboros (the drone shield) was changed to a Level 3 in this game, if you watch the footage.
