Ok, I do not have imageready with my photoshop 3. I only have the animation toolbar. Can I still do this without imageready? It doesn't work right with this way. Where could you even get imageready at?

Yes, I have tried several different techiniques and the rain does animate, it just looks the same..

With Photoshop3 you can use the animation tool...window>animation and follow the steps.
