I'm positive it's a girl. If you look at the picture that's...throughout the whole video, she is wearing the dress that Tampopo found in her bag before she returned home.

It's a boy, it says in the movie. Also the reason why he is wearing a dress is because there mum wanted there new baby to wear the same dress, that Tanpopo wore when she was baby.
