It's not only the castle in Cheydinhal that has Cyrodiilic Brandy. Every single castle and every single house of any rich guy in the game has at least one bottle of Cyrodiilic Brandy.

Another place that has Cyrodiilic Brandy is Rythe Lythanda's (or however the flippin' hell you spell his name) house in Cheydinal.

all shops are usually have the same layout so if you see an item on display that you want kick it into the corner behind the stairs then go up the stairs and crouch the shop keeper will go about halfway up the stairs so they can see you then run around to the item you put behind the stairs and take it as long as the shop keeper doesn't know, it's not stealing

I found you can also buy the brandy in Bravil at The Lonely Suitor Lodge.

Also, you said Cheydinhal was the stage for the quest but it's actually Leyawiin. XD

Actually I found some in Jauffre's room at Cloud Ruler Temple. Just go into his room (the one up the stairs with the bed on the floor) turn left and on the top of the shelf lies some Cyrodiclic Brandy.

actually the best way to get away with a crime is by simply using the cowl of nocturnal just wear it when you steal it then take it off simple as that it's all blamed on the gray fox instead XD lol the same goes for any crime no matter what it is
