You are totally right, I am from Medellin and racism is definitely a huge problem there. However, it is not fair to generalize. Colombians do not represent all of Latin America. The subcontinent encompasses over 20 countries and more than 200 ethnicities, most of whom are discriminated against as a result of racism and xenophobia. Colombia Itself has more than 60 ethnicities and some of them are afro-colombian, that doesn't make them less latin american.
