I believe this style of humor has been around in Europe (England, France, Germany) for decades. I recall growing up in the early 80's seeing old British shows doing similar types of humor.

That's not to say this show didn't also draw inspiration from the Japanese shows, but as far as this type of humor, random and weird, it is distinctly European, with American "Candid Camera" thrown in as well.
