He is spawnable without any cheats, just play the atrium 20 times and its 100% percent he'll show up atleast once, since there's a 5% chance of him showing up at all in that level!

@MrCombineGuy no there is a five percent chance every time you play it. so say i play it 20 times while yes the success rate rises every time it will never hit 100 percent since there are so many variables what if you don't see him even though he is there what if someone else shoots him, and the biggest if just doesn't spawn, plus if you play it 20 times you still might not see him do to percentages being Reused again again and again. so he is extremely rare not just uncommon
