I know this is like two years later and you've probably already figured this out already if you cared enough to find out, but I believe that the reason the Dragon wasn't spawning was because you only had three of the four orbs you needed to finish the level.

i finished this game yeah it sucks but it`s very addictive once you start palying

dude.... you need to play the second level. after you do you will realize this game sucks. you get to the end stage boss and you can shoot and shoot until the cows come home he will not die. you think you are doing something wrong but youre not. in order to kill him you need to shoot him thousands of times. with a turbo controler it takes at least 15 minutes. even then you will have almost no time to finish the other levels. this game is fucking horrible. they didnt even test it.

I actually got as far as the World War 2 level and I was stumped after that, because some of the orbs were just ridiculous at that stage. I will say the fact that the explosion of the unstable time machine when the time runs out was pretty cool.

You had to throw grenades at the orbs to get them to come to you.

I'm pretty sure it's the emulator. On FCE Ultra it works just fine. On Virtuanes, some of the enemies don't spawn for some reason. Also I tried the European version as well and it fared no better.
