Actually the cards change the form. If decade was in sword form and was fighting an enemy long range, he would need to use the kotae wa kiitenai to change to gun form.

This proves that Den-O is Decade's kryptonite...hence, why the world of Den-O was not severely effected...only that Ryotaro suffered the same fate as Hana.
