Shuttle takes advantage of earth's rotation much more than Russia does at 49 degrees latitude. Harder to get to ISS orbit for both also, due to the steep ISS inclination of 51.6 degrees.

Soyuz is the most reliable system available today.
Zenit was supposed to be the "next Soyuz" but partially belongs to Ukraine now, launching it aint simple.
