The cape is probably symbolic rather than practical since Dracula doesn't need a coat or cloak or anything. He just wants to maintain his foppish dandy aristocratic style (with a touch of bohemian to woo young women because that was like the James Dean chic back then).

FunFact: The Romanian Jandarmery (National Guard) is named Vlad Tepes. Dracula was actually a title meaning "son of the Dragon" due to his father being a member of the Order of the Dragon.
