Timcampy's size is in direct relation to his current owners innocence power. Cross was very powerful, so Tim was huge. Once Allen got him, Tim shrunk because Allen wasn't as powerful. But once Allen unlocked his Crowned Clown form, Tim grew because that form was more powerful than his original form.
