"Franklin" coal as you described is not at all hard to come by these days. Coal burning stoves are very popular today and coal is very easy to aquire. Go to your local farm supply store or wood burning stove outlet and you will likely find pallets of coal right there waiting for you in 40 lb bags. You want "rice" coal, that would be the modern equivalent of "Franklin" coal.

It is not a monotube boiler, but a vertical firetube boiler like a Stanley. It is unlikely to explode however, as the shell is made from a section of hydraulic cylinder, and the tube sheets are 1/4" plate. It has been hydrostatically tested to three times its working pressure, and has a fusible plug of lead which will melt if it runs out of water, releasing pressure safely.

Aught to try burning natural chunk hardwood charcoal, it burns hotter and longer then briquettes and with less ash because most of the ash from briquettes is the starch used as a binder for the ground charcoal they're made of; and the chunk charcoal is often cheaper because there is less processing involved in making it. I'm a machinist and steam enthusiast, I'm definitely going to build one like this :)
