Yes, pretty much. I, myself, knew it was from Italy but I do not think many people in Japan know that. This is actually one of a few non-Japanese "animes" which are popular around this age in Japan. The other ones I can name off my top of my head right now are "Wacky Races", "Popeye," "Tom & Jerry" from the US and "Moomin" from Finland.

Il pulcino nero was originally a character invented for detergent ad in the 60s in Italy, then it got re-made into a cartoon/animation character in Italy. Then, he was co-produced in the 1970s with Japanese creators so that it can be shown in Japan and I believe in Italy. Thus, this Calimero is also a real Calimero. I grew up watching it in Japan, and I think it had an enduring effect on me. Il pulcino nero also is the reason I started learning Italian.
