Actually, he's watering the flowers in front of the very house that was was the scene of the heart attack in David Lynch's movie Blue Velvet. He's even reenacting the scene: watering the flowers with a hose is what Kyle MacLachlan's father was doing when he suffered the attack.

This is one of the many details that makes The Pervert's Guide to Cinema such a rewarding documentary to watch.
