The real problem here is that the officer was seeking revenge for his ego being crushed by how he handled the situation. The woman obeyed his order (whether or not it was lawful) and as far as I can tell, didn't do anything else. If he was going to arrest her for it, he should have done it immediately, not decided later that he would like to change his mind about whether or not it was illegal, or if he wanted to do his job correctly or not. Would this time-lapse be OK with any other law?

The cop was definitely in the right - if detergent got in the woman cops eyes it would have hurt quite a lot, and it would have interfered with the officer's duty.

I think there are definitely protesters who are at times intentionally trying to put police into degrading situations in order to test the limits and make them look bad.
