I wonder if CSX has ever thought about contracting VMV in Paducah, Kentucky to finish building the last of the road slugs for it 2351-2399 series, seeing as they have geeps coming out of their ears.

It's a road slug. Slugs don't have diesel engines--only traction motors and auxiliary equipment. In this case, the slug was converted from what used to be a GP35. It draws power for its traction motors from the GP40-2 connected to it.
Slugs are used in lower-speed applications, where tractive effort is important--not horsepower, or speed. You get the tractive effort of two locomotives using a single diesel engine--but of course you only get the horsepower of a single unit.
Slugs like that one can be fitted with an extra fuel tank to provide more capacity for fuel. It can allow the train to keep moving and not have to stop as often for fuel. Most engineers like to operate slugs as the lead because it provides a more smooth and quiet ride. Some slugs have their cabs removed. They are filled with concrete and used primarily for more traction as well as more pulling power.
I see St. Lawrence & Atlantic road slugs all the time. They too have fuel-sharing capability, and the crews prefer them to lead. They were rebuilt from GP38's and GP40's.
