This officer made up the speeding charge (didn't have her on radar but said he paced her, which is often not enough to hold up in court) so that he could charge her for the cellphone, which is usually a secondary charge and can't be pulled over for. In the end, she was awarded 75k and he was taken off the streets.

This officer made up the speeding charge (didn't have her on radar but said he paced her, which is often not enough to hold up in court) so that he could charge her for the cellphone, which is usually a secondary charge and can't be pulled over for. In the end, she was awarded 75k and he was taken off the streets.
