More likely, the intended message of the quoted person was "all living organisms that pass on their genes could be considered transitional in the same way that these fossils are -- evolution does not work towards an end state, but is always progressing."
I would recommend that you make some changes to your presentation style -- it's very grating. Also, look up "straw man fallacy".
I straight away noticed it was a straw man, that quote was also him 'quote mining' to give his argument a sense of authority and then to say "even if you believe in evolution" you don't believe in evolution, it's a field of science, also evolution is not a "question mark" as he simply puts it, it's a theory which is a set of facts, propositions, or principles analysed in their relation to one another and used, especially in science, to explain phenomena.
