@kittleboy I'll tell you my simple little technique that has had some dramatic results for my students. First, record yourself giving an example answer for any question. Second, listen to your recording and count the number of ums, uhs, and pauses. Third, record yourself again and again until you get that number down to 0. Do this every single day for 10 to 20 minutes. It's all psychological and this forces you to get past it. Be patient with it and good luck. Let me know how you do with it.
Last night that I was trying, i didn't have any pause, I think that's only because I hadn't any stress, I was speaking fluently easily. and of course the subject matters most; If i know enough, it'll be much more easier
When teaching Chinese students I actually had a lesson on how to say "um" "you know" "let's see" instead of the word 那个 “nei ge" , the Chinese interjection for 'um...'. It's pronounced almost exactly like the English N-word, and they have no idea what it means when they use that word twice a sentence.

ok, tips: in the READING passage dont write anything down... just understand what it is about.. you can just write the name of the "Thing" they are describing though... In the LISTENING passage, dont write notes about what you are listening. when u r getting closer to the end (and u understood what the listening was all about) then u can start writing down how your speech is going to start... so you dont get lost when u speak.... is very useful what im saying read carefully and do as i say
