I should point out though that in Islam a woman's covering is actually more about not attracting too much attention to her body--, which is why some women choose NOT to wear a scarf, because in some societies it's more effective for them to dress modestly enough that they cover just a certain amount more than the standard of their society. In order words, covering their hair might just attract more attention to them.
